Observation
The educational approval and implementation process is complex and bureaucratic. Textbooks, materials and curricula approvals are often obscured or even hidden from view. The process seems to be “behind the curtain” or “behind closed doors.” Books and courses just show up, seemingly appearing out of nowhere without the scrutiny of the parents or teachers.
Plan
Establish a 90 day Comment Period during which proposed approvals would be publicized and made public so citizens could read, understand and comment.

Inspect the area. If the school board or state agencies are already transparent and reports adequately, then there is no need for this project.
Publish a Flow Chart showing the existing process and the proposed Comment Period.
Lobby, demonstrate or petition as needed.

Get a comprehensive list of entities and people related to approvals.
Define the approval process and put it on paper.
Look at what materials are approved or published and note approval activity.
Define the process of proposal and approval including the authority to approve textbooks, material and curricula.
Have proposal to change in printed form so it can be submitted and disseminated.
Attend meetings and make proposals.
Find or establish an efficient way of reporting that easily reaches the general public, especially parents.
