Bring education back to classic standards and change the system so that it functions as a representative service and not a dictatorship. Return to traditional subject matter and methods resulting in a good education for our progeny and successfully extend our culture forward.
Observation
Being able to articulate a purpose is something of an art combined with experience and wisdom. The reason is that statement of purpose is often used to promote a certain point of view or some trend movement. It's a little of “the cart before the horse.” Purpose, in most cases, would precede organization and activity.

Define or redefine the school board's purpose for better clarity and definition.

2. Worthwhile Purpose – Having a correctly stated purpose will point the school board in the right direction. It will also reinforce the concept that the school board works for the students, parents and community rather than being a dictatorial body controlling activities and rules. It also has the effect of getting people to pull in the same direction by clearly defining that direction.

Decide on virtual and/or in-person meetings.
Form work groups to cover more ground.
Have a contact list including everyone's email and phone. Make sure everybody gets a copy.
5. How Reorganized - make sure there is a well-defined process for regular inspection and reorganization, if needed.

Get a copy of the current, stated purpose of the school board.
Conditional
Inspect the area. If the stated purpose is completely acceptable to everyone, then leave it as is and abandon this project. Get lots of people to weigh in to make sure you have the benefit of reaction of a wide cross-section of the community.
Actions
Get a comprehensive statement of what the purpose is or is believed to be.
Compose a new statement of purpose, if needed.
Get the new statement side-checked by as many people as possible and amend it as necessary.
Get a teachers, experts and knowledgeable people to do an evaluation of things and give interpretative comments.
Find or establish an efficient way of reporting that easily reaches the general public, especially parents.
Finalize it and then propose it and get it approved.
Statistical Measurement of Progress
Number of reviews of old or new statement of purposes.

The school board would be responsible for the textbooks, materials, curricula and programs required to take a student from kindergarten to high school. The school board would keep a list of textbooks, materials and classes needed to deliver these programs and would have authority and jurisdiction to do anything necessary to support these actions. Maintenance, operation and services would be the responsibility of other school operations.
