#11 - 180 Day Provisional Period & Recall
Sometimes an approval action seems like a good idea at the moment, but then is not so good as you think about it or actually get into it. But, if you do change your mind, there is no way to cancel it or get it back. Approval of a textbook or any other kind of approval may have unintended consequences and there needs to be needs to be some mechanism to reverse the decision. New approvals should be temporary or probationary for 180 days so we have a chance to see how they work out and see if it should become permanent.
There could be a provision for emergency approvals, but should require a public declaration and unanimous approval.
There should also be a similar provision whereby a school board could rescind a previous approval with a unanimous vote anytime. Likewise, there should be a mechanism whereby citizens could recall or rescind an approval with a petition of some prescribed amount. The amount may be smaller in less populated areas and bigger in large metropolitan areas.
Overall Plan
Bring education back to classic standards and change the system so that it functions as a representative service and not a dictatorship. Return to traditional subject matter and methods resulting in a good education for our children and successfully extend our culture forward.
Problem or Observation
Mistakes and misjudgments happen. Nobody's perfect, but there needs to be a method of correction or an “off ramp” so things can be set right. There's no law, natural, religious are otherwise, that says we have to live with a misjudgment forever.
Plan
A procedural rule or law that says new laws or approvals should be temporary, provisional or probationary for 180 days so we have a chance to see how they work out and see if it should become permanent.

How Is This Project Put “Back On The Rails” If it falters in any Way?
If something goes off track or circumstances change, notify Bill and an emergency meeting can be called to fix what's wrong. Be sure that all members of your group know that such a policy exists and that they can use it. Make sure they speak up.

Have a correctly worded proposal.
Find out who all the players are.
Conditional Actions or Projects
Petition, if necessary.
Demonstrate, if necessary.
Advertise or publish support materials, if needed.
Actions
List all people in all of the organizations related to the project so you know who you're dealing with.
Write up a proposed change and have it reviewed by an attorney.
Submit the proposal and get it approved.

Number of impressions made by any means.
Notes:
