Budget Revelations
Budgets are revealing. Want to know what someone’s intentions are or what they’re going to do. Get a hold of their budget and look it over. The budget often shows what people think and focus on and what people really want to do. Getting your hands on the budget eliminates the need to investigate extensively. It's all right there in the budget. It's all summarized for you in the budget.
People may talk about this or that, but if it's not in the budget, then it's just a talking point or deception to deflect attention away from something else. Diversion. Judge them not by what they say, but what they put in the budget.
Some clever people know how to side-step the bud process get or bury something so deep it can't be found by anybody and nobody will notice it.
Rogue players will do a flip-flop right on the spot and take advantage of the confusion, panic and fear to get emergency “approval” to some action. A sudden “emergency” and then a threat that “we'll all die if you don't approve this.”
ED's budget:
Endless give away of money through Grant Programs.
A finger in everyone's business.
A lot of budget tricks to obfuscate the truth. On-Budget. Off-budget. Outlay vs appropriations. Reconciliation. Reserve funds. Continuing Resolution. Budget Authority. Mandated vs Discretionary. Trust Funds. General Funds. Special Funds. Carryover. Intergovernmental Funds. Offsetting Collections and Receipts. It just goes on and on. (see our post on How to Bamboozle).
Probably an exaggeration, but almost every item in the budget has to do with Systemic Racism or Equity. None of these issues were around five or ten years ago. Isn't it interesting that they magically appear as soon as the current regime came into power?
The original idea of the Education Department was to provide information and standardization. While it still provides these functions, its main interests are grants, influence and regulations. (see our post on Disbanding the Education Department).
Simplicity: Revenue less expenses equals profit (Revenue-Expenses=Profit). You can have a million line items, but it doesn't change the simplicity – Revenue less expenses equals profit. It’s almost a natural law.
